Introduction to the REAC Physical Inspection

     1. Used to determine if HUD's Public and Multifamily properties are meeting the standards of being decent, safe and sanitary, and are in good repair.

     2. The physical condition of properties is measured in accordance with the definitions outlined in the Uniform Physical Condition Standards -- UPCS (CFR, Parts 5 and 200).  The UPCS are established uniform physical condition standards for public housing, and housing that is insured and/or assisted under certain HUD programs (collectively, HUD properties). It is an inspection protocol, based on computerized software developed by HUD that allows HUD to determine compliance with these standards. The uniform physical condition standards are intended to ensure that HUD program participants carry out their legal obligations to maintain HUD properties in a condition that is decent, safe, and sanitary and in good repair. The uniform inspection protocol is intended to assure that, to the greatest extent possible, there is uniformity and objectivity in the evaluation of the physical condition of HUD properties.

     3. Private inspection firms contract with HUD to complete inspections of the properties.  The REAC Physical Inspection Quality Assurance Division performs quality assurance reviews of certified inspectors in an effort to improve the overall quality of the Inspection Report.

PASS QA's objective is to ensure that inspectors perform in a professional manner and conduct accurate, reliable and repeatable inspections in full compliance with established REAC inspection protocol.  REAC conducts approximately 20,000 physical inspections on properties each year.
